Giving preference to students who have expressed a clear intention to enlist, participate in a United States Marine Corps or Navy ROTC program at a post-secondary institution, serve in the United States Marine Corps or Navy, or join the City of Melrose Fire Department. In the absence of such a candidate, preference may be given to a student who has demonstrated a strong interest in public service, leadership, or a related career path.
